Government must produce policies that promote Short Sea Shipping over less efficient land modes of transportation.

Better Marketing of goods -bulk cargoes; agriculture and mining products 'world-wide' is definitely needed. Better marketing for increased small passenger vessel operators offering short trips at a much lower cost for median income earners. At present the cost for a one week trip is out of reach - if the volume of traffic increased then the volume of passenger traffic at lower cost would make it profitable. It needs patience and 'seeding' for several years to gain momentum and emphasis on the 'uniqueness' and 'pristine' scenery of the Great Lakes a marketing plus.

With the current Green movements focus on protecting the environment there is an opportunity to compare CO2 and other airborne pollutants emited, gasses/km/ ton of product, between marine and the other modes of transportation. I believe there is an opportunity here to promote marine transportation as a way to reduce green house gases. Government and private industry should be incented to work together to vastly improve ship to ship transfer in Montreal and improve efficiencies of the system. This will reduce shipping costs and protect the environment.
