Consultation has concluded

The Government of Canada, Indigenous partners, and marine stakeholders have created a draft National Framework for Proactive Vessel Management. It provides guidance for a Proactive Vessel Management (PVM) approach in local waterways to address vessel traffic issues cooperatively with consensus-based decisions.

The framework also promotes a renewed relationship with Indigenous partners through collaboration based on respect, cooperation and the recognition of rights.

The first draft was based on engagement activities, started in September 2017, which included:

  • in-person meetings, such as the OPP Dialogue Forums
  • a discussion paper posted on the “Let’s Talk – Oceans Protection Plan” website in August 2018
  • the draft National Proactive Vessel Management Framework workshop in September 2018

During the September 2018 workshop, participants from Canada’s three coasts, as well as American and European experts, created the initial framework's content.

Over the next several months the framework will be assessed and refined through pilot projects and engagement efforts. Once it’s finalized, it will guide the use of Proactive Vessel Management in waterways across Canada.

Funding:

We consider participation and collaboration as essential to the success of the Oceans Protection Plan. As such, funding to support the participation of Indigenous peoples, local communities, and not-for-profit organizations in the Oceans Protection Plan is available through the Community Participation Funding Program (CPFP). For this activity, expenses of up to $1,500.00 for single communities and $5,000.00 for aggregates/organizations representing others are eligible for reimbursement. If you require support to participate, the deadline to submit your application is Wednesday, August 21, 2019. Please note that costs cannot be incurred before receiving an approval from Transport Canada. For questions related to the CPFP or help with the process, please contact the Program at tc.cpfp-pfpc.tc@tc.gc.ca.
