Modernizing Safety Management Systems Policy Review: Civil Aviation

Canada continues to have one of the safest and most secure transportation systems in the world.

A Safety Management System (SMS) adds an additional layer of safety by allowing organizations to correct complications before they escalate into larger problems. As well, Canada as a member to the International Civil Aviation Organization (ICAO), is required to adhere to certain requirements for civil aviation as set out in Annex 19 Safety Management.

Transport Canada is conducting a SMS policy review of the Canadian aviation sectors currently regulated to have SMS requirements under the Canadian Aviation Regulations (CARs). The objective of the policy review is to conduct a retrospective review of the initial SMS implementation from 2005 to the SMS current state by identifying lessons learned and opportunities moving forward.

We want your comments as to how best to improve SMS in the following aviation sectors:

  • CAR 705 Airline Operations;
  • CAR 573 Approved Maintenance Organizations (AMOs) for CAR 705;
  • CAR 302 Certified Aerodromes;
  • CAR 805 Air Navigations Services (ANS); and
  • CAR 604 Private Operators.

Transport Canada (TC) has developed a consultation paper to seek input from Canadian aviation stakeholders prior to considering the modernization of SMS for the sectors mentioned above. If you would like a copy of the consultation paper, please email TC: SMSreview-SGSexamen@tc.gc.ca.
