We’re proposing fees for activities such as post-certification design changes that affect design approval documents. The proposed fees would be hybrid fees.

    Given the history at TCCA of not formally accounting for all work done on projects, additional effort will be needed by TCCA to start monitoring their expenditure of effort. It is possible that this would affect quality of service and response times if additional staff are not brought on for this work.Additionally, an uncapped fee model would only be acceptable if a binding estimate (with provisions for changes) were provided by TCCA near the beginning of any project, to define the costs and allow us to make a business decision as to whether or not we wished to proceed with a project.

    Challenges will be as already explained in the previous comments. The lack of predictability will challenge the ability to initiate new projects with TCCA.
