How would the introduction of hybrid fees affect you?

We’re proposing to convert all fixed fees to new, hybrid fees. Hybrid fees would begin as fixed fees, until a pre-established level of effort threshold (calculated in hours) is reached, after which the service would be billed at an hourly rate.

    Our certification costs would certainly increase, and margins would be reduced on all product lines. Given the volume of certification work being performed at Bombardier, this would be significant for some product lines and difficult to pass along to customers in a competitive market.

    Hybrid fees would be acceptable for most projects. Based on the assessment conducted, most projects would be within the budgeted hours required for these types of projects. For larger projects, there does need to be a mechanism to provide applicants with a level of predictability.
